In February 2018, within the sixth edition of the World Government Summit, and in the presence of His Highness Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, a strategic partnership agreement was signed in Government Modernization between the United Arab Emirates and the Arab Republic of Egypt.

The Strategic partnership aims to exchange governmental experiences between the United Arab Emirates and the Arab Republic of Egypt and strengthen relations between the two countries through exchanging experiences in the areas of improving governance and performance and raising the efficiency of government services.

His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, met with Ana Brnabić, Prime Minister of Serbia, in Dubai.
His Highness discussed with the Serbian Prime Minister ways to strengthen bilateral relationships in various fields of mutual interest. His Highness also witnessed the signing of an agreement between the UAE and Serbia to promote knowledge exchange and enhance capacity development and implementation of best practices in each other’s government sectors.

The agreement between UAE and Serbia follows a series of meetings, summits and visits that fostered knowledge exchange on enhancement of government performance and efficiency with a focus on 13 key pillars. The agreement signed on 12 May 2022 creates a framework for sharing expertise in the areas of Smart Gov. Services, Digital economy, Science and Innovation, Government Capacity-Building, Business Incubators, Creative Industries and Tourism, Education, Coding, AI and Metaverse, Media, Competitiveness, Expo 2020 and Gov. Accelerator. 

Strategic Cooperation between UAE & Serbia in Government Modernization

On March 26, 2019, His Excellency Shavkat Mirziyoyev, President of the Republic of Uzbekistan held a fruitful meeting with His Highness Sheikh Mohammed bin Rashid Al Maktoum and His Highness Sheikh Mohammed bin Zayed Al Nahyan. Two weeks later, on April 10, UAE delegation visited the Uzbek capital of Tashkent in The visit culminated in the signing of a partnership agreement to modernize government work between the two countries on April 11. And in May 5 UAE welcomed high-level Uzbek delegation to translate this agreement into reality through launching many joint initiatives.

The Strategic Partnership in Government Experience Exchange aims to enhance cooperation and exchange experiences and knowledge in various fields, including smart government services, strategy and the national agenda, government accelerators, and many others.

Bilateral Cooperation between UAE & Uzbekistan in Government Modernization

Ambassador Emmanuel Hategeka, Rwanda’s envoy to the United Arab Emirates, and Abdullah Nasser Lootah, Assistant Minister of Cabinet Affairs of UAE, signed an MoU between the two countries on the sidelines of the World Government Summit 2023. 

The cooperation focuses on empowering government agencies and human capabilities in Rwanda and enhancing the exchange of government expertise and knowledge between the two sides.

The agreement will see the government benefit from the experience of the UAE in development and modernization, human capabilities and adopting best practices in government work. The MoU will focus on 9 key pillars, in the areas of Capacity Building, Government Accelerator, Government Services, Urban planning, Civil services, Government performance, Government competitiveness and finical Sector  

Strategic Cooperation between UAE & Seychelles in Government Modernization

In June 2018, during the visit of a delegation from the United Arab Emirates, headed by His Excellency Mohammed Al Gergawi, Minister of Cabinet Affairs of the United Arab Emirates, to Jordan, a Memorandum of Understanding was signed between the two governments in the strategic partnership in developing government performance as well as forming a joint technical committee of the memorandum of understanding and ensuring its effective implementation, and to form working groups and experts, in support of various initiatives and joint projects.

The agreement between the two countries included various strategic initiatives and areas of cooperation that would enhance the partnership between the two governments, and contribute to modernizing government performance in the Hashemite Kingdom of Jordan, thus contributing to the development of government performance and upgrading the governmental work system in the public sector.

The areas of cooperation include developing government services, smart services, government performance, innovation and excellence, building and developing leaders and capabilities of government officials and enhancing competencies, as well as transferring knowledge, and benefiting from mutual experiences in common areas of government work.

Bilateral Cooperation between UAE & Jordan in Government Modernization

His Highness Sheikh Mohammad Bin Zayed President of the United Arab Emirates and ruler of Abu Dhabi, and Macky Sall President of Senegal, witnessed the signing of agreements and Memorandums of Understanding in February 2020 between the two countries.  The agreement aims to enhance cooperation and exchange experiences and knowledge in the areas of government services, government performance, government excellence, and digital transformation. Through the supervision of a joint committee.

The MoU between the UAE and the Government of Senegal related to government modernization and development was signed by Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs, and Amadou Ba Minister of Foreign Affairs of Senegal.

The Memorandum of understanding between the United Arab Emirates and the Hellenic Republic was signed during the UAE-Greece Strategic Cooperation Forum in July 2020.  

The United Arab Emirates and the Hellenic Republic aim to enhance cooperation and exchange experiences and knowledge in the fields of artificial intelligence, government performance, and government accelerators, through the supervision of a joint committee.

The United Arab Emirates & Republic of Colombia bilateral agreement was signed in Feb 2019. The partnership between the two governments aims to enhance cooperation and exchange experiences and knowledge in the areas of capacity building in the leadership and services. The strategic partnership agreement includes 11 workstreams, including government performance, government excellence, government services, government capacity building, civil service, competitiveness and statistics, government accelerators, business incubators, media, government innovation, and programming.

The United Arab Emirates & Republic of Costa Rica bilateral agreement aims to enhance cooperation and exchange experiences and knowledge in the areas of capacity building through holding ministerial sessions, virtual workshops, and field visits. Through the supervision of a joint committee.

The MOU was signed in Feb 2019 where training, workshops, and programs were launched in various areas of cooperation.

The MoU will focus on 7 key pillars, in the areas of Coding, Capacity Building, Government Excellence, Government Services, Digitalization and Digital Transformation in Gov Services, Government Accelerators, and Artificial Intelligence

Strategic Cooperation between UAE & Seychelles in Government Modernization

The United Arab Emirates and the Republic of Sudan launched a strategic partnership in government modernization in 2021. As part of their efforts to enhance cooperation and exchange experiences and knowledge in various fields including.

The signing of the Strategic partnership came as part of an official visit of a delegation from the UAE government to the Republic of Sudan, headed by Her Excellency Ohoud bint Khalfan Al Roumi, Minister of State for Government Development and the Future to enhance the march of distinguished bilateral relations, and opportunities to expand the circle of cooperation and exchange of knowledge and expertise in the areas of government work, and witnessed the signing of the strategic partnership agreement in modernization. The government, through which the two sides will work to share experiences and knowledge to develop government work in various areas of cooperation.

The United Arab Emirates & Kingdom of Spain launched a strategic partnership which was signed in February 2022. in the presence of His Highness Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai and His Excellency Pedro Sánchez, The Prime Minister of Kingdom of Spain. 

The partnership between the two governments aims to enhance cooperation and exchange experiences and knowledge in the areas of Management, Decision Making, Transparency, Women Empowerment, and Accountability Mechanisms. Supervised by a joint committee from both countries.

The signing of a memorandum of cooperation in government modernization between the government of the UAE and the government of the Kyrgyz Republic, to enhance cooperation and exchange expertise and experiences, to improve performance and productivity, and achieve sustainable development in the government work system in Kyrgyzstan.

The areas of cooperation that come within the framework of the “Government Experience Exchange Program”, launched by the UAE government, include 13 vital work-streams, including “leadership and government capacity building, government accelerators, government services, economy, tourism, government quality, youth, agriculture, business incubators, National strategy, government performance, programming, policies and strategies.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai met with Faustin-Archange Touadéra, President of the Central African Republic, on the sidelines of the pre-Summit day of the World Government Summit (WGS) 2023.

Sheikh Mohammed and the President of the Central African Republic witnessed the signing of a bilateral agreement focused on establishing collaboration to share expertise on government excellence. Through the agreement, the UAE seeks to share its experience in enhancing government operations and creating a model for raising government efficiency.

Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and Irakli Garibashvili Prime Minister of Georgia, witnessed the signing of an agreement between the two countries focused on establishing collaboration to share expertise in the field of government modernization as part of the Government Experience Exchange Programme. Ilham Aliyev, President of Azerbaijan, received Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs, who was heading the Emirati governmental delegation visiting the Azeri capital, Baku. 

During the meeting, the two sides signed a cooperation agreement aimed at exchanging expertise in areas of government modernization between the UAE and Azerbaijan.

 The bilateral cooperation agreement, promotes the exchange of government expertise, and focusses on eight pillars, which are government excellence, government services, government capacity building, competitiveness and statistics, policies and strategies, government performance, and government accelerators.
